The boy - Martin - was walking in the snow. He jumped up on the fence holding on to the light pole. He was trying to keep his shoes dry since he didn't have any boots on.
It's not unusual for kids nowadays to go without boots. They think it takes too much time to put them on. He's not wearing a jacket either. Kids don't listen to their parents anymore. They also think its not cool and their friend might laugh at them.
It seems like he is close to the lakeshore. He is near the lakefront in a big city. There is a big building behind him. He might be planning to go on the Polar Bear Plunge so that he can be part of the Polar Bear club. It looks like a nice mild day for it.
The lamp on the light pole is tipped and looks like it is going to fall off. Maybe there were some really high winds that blew it off. Maybe Martin tipped it off when he jumped up. Perhaps somebody saw it happen and saw that he wasn't coming down and they went and reported it to the police. He doesn't want to feel guilty, but he will get picked up by the police or he could run. He might fall into the water, but that wouldn't be a very nice place.
He could also stand up on the fence and try to fix the lamp, or ask for help. After all, he didn't break it on purpose. It was just an accident.
